Report: McCarthy Assured Manchin No Cuts to Social Security, Medicare in Debt Ceiling Resolution

House Speaker Kevin McCarthy told Sen. Joe Manchin (D-WV) that Republcans would not make cuts to social security or Medicare to offset the debt ceiling during a meeting on Tuesday, according to Punch Bowl News co-founder Jake Sherman.

Sherman noted in a tweet that Manchin also “hopes” President Joe Biden will negotiate with Republicans, who want spending cuts in exchange for their help raising the debt ceiling. 

A source familiar with their conversation said it was positive but added “commitments” were not established, the Hill’s Alexander Bolton reported.

Last week Treasury Secretary Janet Yellen announced that the United States had hit its 31.3 trillion debt limit and predicted the Treasury Department could use “extraordinary measures” until June to keep the government from defaulting on its debt. President Joe Biden does not intend to negotiate with Republicans on spending cuts, and White House press secretary Karine Jean-Pierre has stated several times that the president believes the ceiling should be addressed “without conditions.”

However, while speaking to mayors from across the country at the White House last week, Biden did admit that politicians in Washington, DC, “need to focus on making sure we do not accumulate more debt” and floated the idea of tax hikes while also attempting to drum up the narrative that Republicans were looking to make cuts to social security and medicare.

Manchin’s comments Tuesday echoed his statements from an appearance on CNN’s State of the Union over the weekend, in which he called Biden’s refusal to negotiate a “mistake.”

Manchin said:

I think it’s a mistake because we have to negotiate. This is a democracy that we have. We have a two party system, if you will, and we should be able to talk and find out where our differences are, and if they’re irreconcilable, then you have to move on from there and let the people make their decisions. Using the debt ceiling and holding it hostage hasn’t worked in the past, and anyone wants to look at what happened in 2011, ’13, then go ahead. It didn’t work out well. 

Manchin predicted that there would be no social security cuts to anyone already receiving benefits and asserted that “everyone’s using that as a leverage,” as CNN’s Daniella Diaz and Paul LeBlanc reported

He did, however, indicate “He was open to raising the income cap for Social Security taxes,” according to the article. 

Former President Donald Trump has sternly warned Republicans against making cuts to either social security or Medicare, noting that there was plenty of wasteful spending that could be cut instead.

“Cut waste, fraud, and abuse everywhere that we can find it, and there’s plenty of it, but do not cut the benefits our seniors worked for and paid for their entire lives. Save social security, don’t destroy it,” he warned.

Stefanik: Rooting Out Deep State Corruption Is A Top Priority For House Republicans

House GOP Conference Chair Elise Stefanik of New York pledged that aggressive oversight of executive agencies to rid the federal government of overt corruption will be a top priority for Republicans in the new Congress.

On Tuesday, Stefanik became one of a dozen Republican lawmakers appointed by House Speaker Kevin McCarthy to serve on the Select Subcommittee on the Weaponization of the Federal Government.

In an exclusive interview with The Federalist on Wednesday morning, Stefanik characterized the select panel, which was established under the Judiciary Committee led by Jim Jordan, R-Ohio, as House Republicans’ primary vehicle for pursuing accountability for the Biden administration’s abuses.

“A top priority for House Republicans is rooting out the weaponization of the federal government against everyday Americans,” said Stefanik. The No. 3 lawmaker in GOP leadership highlighted the nation’s top intelligence agencies as the committee’s primary focus.

“The FBI and DOJ are ripe for oversight, and they deserve oversight,” she said, while also pledging that investigations would come for the Internal Revenue Service and National Institutes of Health. Both agencies “have run rampant in targeting Americans,” Stefanik said, adding that Congress has a “constitutional duty” to conduct meaningful oversight.

“Democrats failed to do that when we were in one-party rule,” she added.

Whom the committee plans to subpoena remains an open question. “We’re going to make that decision as a select committee,” Stefanik said.

Other prominent members of the Republican conference named to the panel include Kentucky Congressman Thomas Massie and Wyoming Rep. Harriet Hageman. In August, Hageman successfully toppled three-term incumbent Liz Cheney in the Wyoming Republican primary by 37 points. Cheney, who ran House Speaker Nancy Pelosi’s Select Committee on Jan. 6 as vice chair, relied on Democrats switching parties to blunt a loss that might have otherwise been near unanimous among the state’s Republicans.

McCarthy endorsed Hageman in the race two years after Cheney endorsed a primary challenge to Massie from her perch in leadership. In the spring of 2021, House Republicans replaced Cheney with Stefanik as GOP conference chair.

Stefanik plans to take a lead role on the new panel probing the weaponization of the federal government as she did during the first impeachment saga of former President Donald Trump in 2019.

“The government has the responsibility to serve the American people, not go after them,” she said.

While Pelosi barred McCarthy’s appointments to the Select Committee on Jan. 6, Stefanik said the new House speaker was likely to seat Democrats on the probe. No minority appointments, however, have been made so far.

On Tuesday night, McCarthy kept his word to bar California Democrat Reps. Adam Schiff and Eric Swalwell from the House Intelligence Committee. McCarthy has also pledged to kick Minnesota Rep. Ilhan Omar off the Foreign Affairs Committee. Stefanik told The Federalist that while it was ultimately the speaker’s choice to approve Democrat appointments to the Select Committee on the Weaponization of the Federal Government, neither Schiff, Swalwell, nor Omar would likely be admitted to the panel.

McCarthy explained to reporters on Capitol Hill Tuesday night that the trio of lawmakers would still serve on committees but none related to the nation’s top secrets.

“They’ll serve on committees,” McCarthy said, “but they will not serve on a place that has national security relevance because integrity matters to me.”

CLAIM: Reps. Adam Schiff (D-CA), Eric Swalwell (D-CA), and Ilhan Omar (D-MN) claimed that Speaker Kevin McCarthy (R-CA) removed them from certain committee assignments as a result of a deal with fellow Republicans during the speakership race.

VERDICT: FALSE. McCarthy directed a letter to Minority Leader Hakeem Jeffries (D-NY) on Tuesday, reaffirming that he was “rejecting” Schiff and Swalwell’s appointments to the House Permanent Select Committee on Intelligence (HPSCI). The congressmen from California released a joint statement with Rep. Ilhan Omar (D-MN), who McCarthy has said should not serve in the Foreign Affairs Committee. The trio falsely claimed that McCarthy “struck a corrupt bargain in his desperate, and nearly failed, attempt to win the Speakership, a bargain that required political vengeance against the three of us,” as Politico reported.

However, McCarthy made clear his plans to remove the Democrats from these specific assignments more than a year before the speakership election in an exclusive long-form interview with Breitbart News Washington Bureau Chief Matthew Boyle in December 2021.

“The Democrats have created a new thing where they’re picking and choosing who can be on committees,” McCarthy told Boyle. “Never in the history [of Congress] have you had the majority tell the minority who can be on [a] committee. But this new standard which these Democrats have voted for — if Eric Swalwell cannot get a security clearance in the private sector, there is no reason why he should be given one to be on Intel or Homeland Security. He will not be serving there.”

He added that “Ilhan Omar should not be serving on Foreign Affairs” before turning his attention to Schiff, who served as the chairman of the HSPCI in the last Congress.

“You look at Adam Schiff — he should not be serving on Intel when he has openly, knowingly now used a fake dossier, lied to the American public in the process and doesn’t have any ill will [and] says he wants to continue to do it,” McCarthy said. “We’re going to reshape — think about what happened in Afghanistan. Why did Afghanistan collapse so fast? Was the Intel Committee under Adam Schiff focused on impeachment and not on the safety of America? Why are people coming across the border that are on a terrorist watch list? What are they doing about it? Their own members on that committee say it’s not happening when it’s true.”

“We need to have an Intel Committee that looks at what’s happening around the world and keeps America safe,” he continued. “It should do exactly what it was created [to do] — overseeing of our agencies and others. We’re going to hold people to a higher standard in the process if they want to be on the Intel Committee and the training to be a part of it. Take the politics out of it.”

The interview gained substantial exposure, and this particular clip was aired in part by CNN on OutFront. Host Dana Bash acknowledged that McCarthy was “right” in his statement that Democrats set the precedent of the majority party instructing the minority party who they can appoint to committees.

Kevin McCarthy Restores Integrity To House Intel Committee By Barring Russia Hoaxer Adam Schiff

Republican House Speaker Kevin McCarthy kept his campaign pledge to kick former Intelligence Committee Chairman Adam Schiff from the permanent panel after the California Democrat spent years weaponizing the institution.

Last January, McCarthy promised he would strip Schiff from the premier House committee if Republicans reclaimed control of the lower chamber. Schiff’s four-year tenure as chair has been marked by remarkable abuse and grotesque politicization, with Schiff spearheading House Democrats’ impeachment efforts through the Russia hoax and allegations of Ukraine-related corruption.

California Democrat Rep. Eric Swalwell was also kicked from the committee after federal law enforcement found the congressman was likely compromised by a Chinese spy.

“I have rejected the appointments of Adam Schiff and Eric Swalwell for the House Intelligence Committee,” the speaker revealed on Twitter Tuesday night. “I am committed to returning the [House Intelligence Committee] to one of genuine honesty and credibility that regains the trust of the American people.”

As then-House Speaker Nancy Pelosi’s right-hand man, Schiff has undermined the credibility of the committee since 2019. The congressman was so useful to Democrats, the former speaker chose him instead of Judiciary Chairman Jerry Nadler to preside over the first round of impeachment hearings against former President Donald Trump.

Congressional Conman

Schiff earned his favor with Pelosi as a star conman who was eager to leak stories about scandalous Russia collusion to allied media, which were thrilled to run claims that weren’t true. Meanwhile, the California congressman never hesitated to brag about having evidence that would land Trump in jail, which has been the No. 1 priority on the Democrats’ policy agenda since 2016.

In March 2017, Schiff said on MSNBC that “there is more than circumstantial evidence” that Trump’s campaign colluded with Moscow to capture the presidential election. Schiff would then be disappointed two years later when the Democrats’ special counsel investigation on the subject found that the White House occupant had not been a covert Russian operative.

The congressman’s reaction — to what should have been good news for anyone genuinely concerned about Russian espionage in the form of a presidential double agent — was defiance. Schiff just shook his fist on Capitol Hill and said more would come out.

“In the coming weeks and months, new information will continue to be exposed through enterprising journalism, indictments by the Special Counsel, or continued investigative work by Committee Democrats and our counterparts in the Senate,” he said in a press release. “And each time this new information becomes public, Republicans will be held accountable for abandoning a critical investigation of such vital national importance.”

Of course, Schiff knew efforts to unmask Trump as a Kremlin plant were fraudulent investigations anyway. A 2109 report from the DOJ inspector general exposed how Schiff had been lying about the Russiagate conspiracy since the inception of the hoax.

Pelosi’s Intelligence Committee chairman went on to employ the same playbook for the Democrats’ witch hunt operations surrounding allegations of an illegal quid pro quo with the Ukrainian government and the Capitol riot on Jan. 6, 2021.

McCarthy’s Pledge

As House Republican minority leader last year, McCarthy had been clear he would kick a trio of Democrat lawmakers from committees if he were eventually elected speaker. The move would follow the Democratic majority taking the unprecedented step of dictating Republican appointments in the last Congress. Georgia GOP Rep. Marjorie Taylor Greene was stripped of her assignments within a month of her swearing-in, and Pelosi barred Republican appointments to the Select Committee on Jan. 6. Pelosi’s refusal to greenlight McCarthy’s picks for the panel marked the first time in House history that minority appointments were barred.

McCarthy said Schiff and Swalwell were to be removed from the Intelligence Committee, and Minnesota Rep. Ilhan Omar would be taken off the Foreign Affairs Committee.

The new Republican House speaker defended his decision to follow through with plans for removal on Capitol Hill Tuesday night.

“What did Adam Schiff do as chairman of the Intel Committee?” McCarthy asked a reporter who was shouting questions. “What Adam Schiff did [was] use his power as the chairman and lied to the American public. Even the inspector general said it.”

McCarthy went on to list a litany of lies Schiff told the public while leading the legislature’s most secretive committee. The speaker chastised Schiff for smearing Republican counterparts on the Intelligence Committee as Russian propagandists and seeking to discredit the Hunter Biden laptop.

“When Devin Nunes put out a memo, [Schiff] said it was false. When we had a laptop, he used it before an election to be politics and say that it was false and say it was the Russians,” McCarthy said. “[Schiff] used his position as chairman, knowing he has information the rest of America does not, and lied to the American public.”

McCarthy made clear no Democrat lawmakers would be denied proper seats on committees to represent their constituents, but added that none of the three lawmakers whom he reassigned would serve in roles related to national security.

“They’ll serve on committees, but they will not serve on a place that has national security relevance because integrity matters to me,” McCarthy said.

The Republican House speaker restored committee assignments to Greene and Arizona Rep. Paul Gosar last week.

Watch: McCarthy Savages Reporter for Defending Schiff, Swalwell

House Speaker Kevin McCarthy (R-CA) tore into a reporter Tuesday after she interrupted him during a press conference as he was speaking about his decision to reject Reps. Eric Swalwell (R-CA) and Adam Schiff (R-CA) from the House Permanent Select Committee on Intelligence.

The reporter, PBS Newshour’s Lisa Desjardins, compared embattled Rep. George Santos (R-NY) to Swalwell and Schiff, saying, “You have said that lying to us is something that means you should be removed from the Intelligence Committee, but why is it not a factor [for Santos]?”

The question came after McCarthy had just announced he would reject House Minority Leader Hakeem Jeffries’ (D-NY) selections of Swalwell and Schiff to the Intel Committee and after the Republican Steering Committee placed Santos on two low-profile committees whose members do not have access to classified information in the way that Intel Committee members do.

As McCarthy began explaining that Santos had been elected by his district, Desjardins cut him off and said, “You’re not answering my question.”

“Why is lying one standard for Democrats and another for Republicans?” Desjardins asked.

McCarthy responded, “Let me be very clear and respectful to you. You asked me a question. When I answer it, it’s the answer to your question. You don’t get to determine whether I answer your question or not, okay, in all respect.”

McCarthy continued, “I’m going to be very clear with you. The Intel Committee is different. You know why? Because what happens in the Intel Committee, you don’t know. What happens in the Intel Committee, all of the secrets going on in the world, other members of Congress don’t know.”

McCarthy said rejecting the pair of California Democrats from the panel was a matter of “national security.”

Schiff, while serving as chair of the Intel Committee, perpetuated the Trump-Russia collusion theory, which the Justice Department later shut down as false. Schiff once said he had “more than circumstantial evidence” of collusion, ultimately leading all GOP members of the committee to call for his resignation as chairman.

Schiff, while serving as the lead impeachment manager in the first impeachment against former President Donald Trump, also took heat for reading out a made-up call between Trump and Ukrainian President Volodymyr Zelensky for dramatic effect as Democrats moved to impeach Trump.

Swalwell, for his part, was found by the FBI to have once had ties to a Chinese spy named Fang Fang.

“I believe there’s 200 other Democrats that can serve on the committee,” McCarthy said. “Those voters elected Schiff even though he lied. Those voters elected Swalwell even though he lied to the American public too. … I’ll respect his voters too, and they’ll serve on committees, but they will not serve on a place that has national security because integrity matters to me.”

Rep. Adam Schiff (D-CA) vowed revenge after House Speaker Kevin McCarthy (R-CA) indicated he would keep Schiff and Rep. Eric Swalwell (D-CA) off the House Intelligence Committee.

“Kevin McCarthy just kicked me and @RepSwalwell off the Intelligence Committee. This is petty, political payback for investigating Donald Trump,” Schiff tweeted. “If he thinks this will stop me, he will soon find out just how wrong he is. I will always defend our democracy.”

Earlier in the month, McCarthy indicated to reporters that he plans to follow through on his promise to keep Schiff and Swalwell off of the Intelligence committee.

During his time as Chairman of the Intelligence Committee, Schiff promoted the debunked Trump-Russia collusion theory. Further, while serving as the lead impeachment manager, Schiff “famously read out a made-up call between [former president Donald] Trump and Ukrainian President Volodymyr Zelensky for dramatic effect amid Democrats moving to impeach Trump,” as Breitbart News reported.

“Adam Schiff openly lied to the American public,” McCarthy told reporters at a press conference earlier this month. “He put America for four years through an impeachment that he knew was a lie at the same time we had Ukraine, at the same time we had Afghanistan collapse. Was that the role of the Intel Committee? No.”

On the other hand, Swalwell caught flak from McCarthy over his intimate sexual relationship with a Chinese spy named Fang Fang.

“Let me phrase something very direct to you: if you got the briefing I got from the FBI, you wouldn’t have Swalwell on any committee,” McCarthy told reporters. “He cannot get a security clearance in the private sector.”

When Republicans held the minority in the previous Congress, McCarthy consistently pledged to keep Schiff and Swalwell off the Intel Committee if the GOP regained the majority and he controlled the speakership.

“I’ll promise you this — when I’m Speaker, [Schiff] will not be on the Intel Committee anymore,” McCarthy told Fox News in June. “And you know what else, Swalwell won’t either. I don’t know if this is a high bar. But if you have relations with a Chinese spy, you shouldn’t be allowed to be on the Intel Committee.”

‘Cartel-Style Execution’ Kills 6, Including Baby, In California

At least six people, including a 17-year-old mother and her six-month-old baby, were killed in what California’s Tulare County Sheriff’s Office described to CNN as a “cartel-style execution” early Monday morning.

“While investigators cannot confirm the shooters were from a cartel, the sheriff thinks it appears to be a ‘cartel-style execution,’” CNN reported. “Drug cartels have notoriously engaged in deadly violence, including the deployment of hit squads against perceived enemies and members of law enforcement that threaten their drug trafficking efforts.”

In a Facebook post, the Tulare County Sheriff’s Office said deputies responded to a shooting in Goshen, a community of just more than 5,000 people in central California, during the early hours of Monday morning and found two deceased victims in the street.

Speaking to reporters on the sidelines of the crime scene, Tulare County Sheriff Mike Boudreaux said investigators “believe that this is not a random act of violence.”

“We believe that this was a targeted family,” Boudreaux said. “We believe that there are gang associations that [are] involved in this scene as well as potential narcotics investigations.”

The sheriff’s office even executed a narcotics search warrant for the residence where the shootings took place just one week prior, Boudreaux added.

The tragic episode marks the deadly presence of Mexican drug cartel violence that has begun to spill over the border along with the flood of migrants into the United States. U.S. Customs and Border Protection (CBP) data show federal law enforcement has “recorded more than 4 million apprehensions” in a year and a half, “more than the previous four fiscal years combined,” according to the Heritage Foundation.

The surge in migration, and the ensuing violence that comes with it, led House Republican Leader Kevin McCarthy to demand Homeland Security Secretary Alejandro Mayorkas’ resignation.

“He cannot and must not remain in that position,” McCarthy said in November, just more than a month before his election to House speaker. “If Secretary Mayorkas does not resign, House Republicans will investigate every order, every action, and every failure [and] will determine whether we can begin an impeachment inquiry.”

McCarthy’s district borders the community where the six individuals were executed Monday. The speaker’s office did not immediately respond to The Federalist’s request for comment.
