Exclusive — Kristi Noem on Push to Restrict Chinese Land Purchases: ‘This Is a National Security Issue’

South Dakota Republican Gov. Kristi Noem told Breitbart News exclusively this weekend that she is undeterred by criticism from special interests concerning a proposal she is pushing to restrict the ability of Chinese Communist Party (CCP) entities and other foreign entities from buying land in her state, noting this is a matter paramount to national security.

Noem appeared this weekend on Breitbart News Saturday on SiriusXM 125 the Patriot Channel to discuss a report from last week that exposed several agricultural groups in South Dakota stating they were concerned with her proposal without providing specifics.

“I think all of us can agree as Americans that China shouldn’t be buying up land in the United States. They are an enemy,” Noem said. “They are an evil government built on Communism and taking away freedom. That isn’t something we should allow to have a presence here in our great country.”

Noem’s bill is currently being considered by the South Dakota state legislature and has prominent sponsors in both the State House and State Senate. What it would do is create a state-level version of the Committee on Foreign Investment in the United States (CFIUS). Currently, CFIUS is a federal board that approves or disapproves of foreign entities engaging in major U.S. transactions. Noem’s proposal would establish a CFIUS-South Dakota, or CFIUS-SD, which would review proposed transactions in the state where foreign entities including but not limited to Chinese entities seek to purchase land. The board, if established — which would require the legislature to pass Noem’s proposal — could block such land sales as it sees fit.

Noem has been taking several steps to directly confront the CCP, including, most recently, being the nation’s first governor to adopt a ban of using TikTok on state devices. In several other states, both GOP and Democrat governors followed her, and then the federal government did the same at the end of last year. Noem’s next move, she noted in the interview, is to block China from buying South Dakota farmland—an idea that governors such as Texas’s Greg Abbott and Florida’s Ron DeSantis have followed her on as they consider similar proposals in their states.

“We took action a couple months ago to ban TikTok on state devices, and we saw many other states follow that lead. And also now, the federal government took action to ban that device that China is using to collect information on our citizens,” Noem said. “Then, I took it a step further with our proposing this bill that I’d like our legislature to pass. It says any land purchased by a foreign entity in South Dakota will come to the CFIUS board, where they will evaluate if it’s an enemy of the United States of America, including China, and then the governor will make a decision on if we want to reject that purchase and not allow it to happen.”

Noem noted, too, during the interview that the Chinese are particularly interested in land near American Air Force bases, including a recent purchase Chinese entities made in neighboring North Dakota. Just last year, South Dakota was picked as home to the forthcoming B21 bomber at Ellsworth Air Force Base just outside Rapid City, South Dakota, which is why Noem is trying to get ahead of any Chinese efforts to acquire land in her state.

“This is an issue that came up months ago when we saw a land purchase in North Dakota, our neighbors to the north, where a Chinese entity bought up land next to their Air Force Base, saying they were going to build a corn plant, but there wasn’t enough even corn grown in that area to sustain a facility like that, and it came under question,” Noem said. “I think we all agree that we shouldn’t allow our enemies to have a presence, especially close to our national security infrastructure. We have Ellsworth Air Force base, which is going to be the home of the B21s. We want to make sure that those who have the chance to purchase land here in our state love America and that they want to do good, not do us harm.”

Noem acknowledged the opposition from farming interest groups, telling Breitbart News that the push has “been a bit of a struggle just because we do have opposition to the bill” and that some of the opposition is from “our friends in agriculture.”

“I think everybody knows that I’m a lifelong farmer and rancher,” Noem said. “The lieutenant governor is as well. It’s our number one industry in South Dakota. We would never do anything that would hurt that industry or our ability to grow our own food in this country and provide for the ability to take care of our farmers and ranchers.”

But, she added, the issue is a national security priority—and the special interests raising concerns with the plan have not been specific about them and have no alternative plans to stop China from acquiring South Dakota farmland.

“We also agree that this is a national security issue and that protecting America is important and that this has been a real threat to our country, and with the B21 coming to South Dakota, we are a target for exactly the kinds of activities that China is doing in other places, such as buying up land and assets and from other countries that hate us,” Noem said.

“What’s been interesting about the debate so far on this bill I’m proposing with help from a couple legislators,” she continued, “is that the opposition has not come to the table and given us other solutions and other things they think would work that would give us this kind of accountability and make sure that we have a review of land that’s purchased in South Dakota. They haven’t given us articulated reasons as to why they’re opposed to the bill, so for me, this is an issue the public has brought to me for many, many months. They care about this.”

Noem is not backing down and is fighting to make sure the legislature adopts her proposal so she can stop China from entering South Dakota with land purchases.

“This is important to the citizens of South Dakota,” Noem said. “We need a solution to make sure we know who’s buying land in our state and we know that they’re friendly to the United States and that they actually want to do business here not harm us. We’ve seen that other countries have purchased large amounts of land in other parts of the country; 40 million acres of ag land in the United States is held by foreign countries. It’s not as much of a problem in South Dakota, but South Dakota can be in front of this and make sure we’re only selling land to, and purchases are only going to people who want to help our state and our country.”

Exclusive – Debbie Dooley: The House Is ‘Truly the People’s House Under a Kevin McCarthy Speakership’

Debbie Dooley, a cofounder of the national Tea Party movement, spoke with Breitbart News about how the House of Representatives is “truly the people’s house under a Kevin McCarthy speakership” and praised several of McCarthy’s commitments to the American people.

Breitbart News Saturday host Matthew Boyle opened the interview by asking Dooley to talk about why Kevin McCarthy is the right choice for speaker of the House.

Dooley compared McCarthy to former President Donald Trump because they both faced accusations of being a liberal.

“I just think Kevin was the right guy for the job and there was never going to be anyone else,” Dooley said.

“I think Kevin McCarthy has done a great job. And as you said, I’ve been with Donald Trump from, 2015, and I see similarities because when I came out and endorsing Donald Trump, my friends and longtime allies that were backing Ted Cruz accuse me of supporting a liberal, they called Donald Trump a pro-choice Hillary Clinton liberal,” Dooley said.

“They were wrong about Donald Trump, and they are wrong about Kevin McCarthy.”

Speaking about the 15 votes it took to secure McCarthy’s speakership, Dooley said:

It was messy. The speaker fight was exceptionally messy. I draw the analogy; it’s like when a woman giving birth to a baby, she goes through extreme labor pains. But at the end of the day, it’s all worth it when you hold that baby in your arms. And I think what the rules package that Kevin McCarthy and the folks that were holding out the 20 is transformational. This is going to be the most conservative House in history.

In addition to praising McCarthy for the rules package, she also praised McCarthy’s pledge to institute Church-style committee hearings to investigate the intelligence community.

“The Church report caused wholesale changes to the way our intelligence communities operate. Look at our intelligence communities today, we need to have these hearings,” Dooley said. “Thomas Massie will be on the committee, and this committee will not just have hearings, they have investigative and subpoena powers. And this is good for the American people. This is a win for all sides except Democrats.”

Boyle then highlighted McCarthy’s pledge to create a select committee to investigate the Chinese Communist Party.

“But we’re also going to get one of the things that I think, and I’ve talked with McCarthy about this in many interviews, I think it’s really extremely important is we’re gonna get a select committee to investigate the Chinese Communist Party,” Boyle said. “Not just COVID, but more broadly, their influence operations, their broader national plan. We haven’t seen a body of Congress take on the CCP in a way that is significant.”

Dooley also lauded McCarthy for promising to end omnibus spending packages and putting three House Freedom Caucus members on the House Rules Committee.

“And something else positive is McCarthy agreed there will be no more omnibus bills,” she said.

“There’s just a whole litany he agreed to bring to the floor. Legislation advocating for term limits, border security, and here’s something else that’s really, really good, he is putting three members of the House Freedom Caucus on the Rules Committee,” Dooley said.

“I don’t believe any other speaker would have done this. Kevin McCarthy gave up power that he had, that Nancy Pelosi had, and that other speakers have had, and ceded that power to the people’s representatives in the House,” Dooley said.

Dooley also noted the McCarthy-affiliated super PAC, the Congressional Leadership Fund (CLF), agreed to stay out of open-seat Republican primaries in safely red districts.

Dooley told Boyle, “So conservatives, we have to get organized, we have to push. And just like you said, we’re slowly changing things to where we actually elect conservatives. And Kevin McCarthy, one of the concessions he gave is he said, ‘Hey, my PAC will no longer be involved. Nor will we give money to any PAC that is involved in a contested primary in a safe Republican seat.’ There was a lot of criticism leveled at McCarthy, because, you know, in California, some of these seats, his PAC got involved. And you know that is something we don’t have to worry about.”

“We need to stop complaining, we need to call your your representative in the house, tell them to vote for this rule package,” Dooley added.

Tom Cotton: People Will Die Because Biden Traded ‘Merchant of Death’ for Brittney Griner

Sen. Tom Cotton (R-AR) predicted on Thursday that leftist President Joe Biden’s decision to trade imprisoned basketball player Brittney Griner for notorious Russian arms dealer Viktor Bout, known as the “merchant of death,” would result in people dying as rogue states interpreted the move as open season to arrest Americans.

Cotton’s remarks came in an appearance on the SiriusXM Patriot program Breitbart News Daily hosted by Breitbart Editor-in-Chief Alex Marlow.

Biden announced and the Russian Foreign Ministry confirmed on Thursday that Griner and Bout were both free.

“As a result of the efforts made, we managed to agree with the American side to arrange an exchange of Viktor Bout for Brittney Griner. The Russian citizen has been returned to his homeland,” the Russian Foreign Ministry confirmed.

Biden said he personally spoke to Griner in a post on Twitter.

Asked by Alex Marlow if people would die as a result of Viktor Bout being released from prison, Sen. Cotton answered in the affirmative.

“I think they will because, again, Viktor Bout is known as the merchant of death for a reason,” Sen. Cotton said. “It’s not like he’s going to retire to the Black Sea and peacefully live out his golden years in a quiet retirement. [Russian leader] Vladimir Putin wanted him out for a reason.”

Sen. Cotton also noted that his release would likely embolden the abduction and potential killing of more Americans.

“I also think that more Americans will be detained, in some cases unjustly detained, in the future because they realize that Joe Biden – at least as long as he is president – will give away the farm in return for any American citizen,” Sen. Cotton said.

Griner was arrested and sentenced to nine years in prison in Russia in August for possession of cannabis, prompting international outrage. American officials and activists condemned the Putin regime for sentencing Griner for so long on non-violent charges, an apparent political move to leverage her detention for Moscow’s benefit.

Bout was arrested in 2010 and sentenced to 25 years in prison for arms trafficking, aiding terrorist organizations, and conspiring to kill Americans. A notorious arms dealer with a lengthy career of aiding international terrorists, Bout was arrested in a sting operation in which American DEA officials posed as potential buyers tied to the Revolutionary Armed Forces of Colombia (FARC), a Marxist terrorist organization. The DEA officials explicitly stated they wanted to weapons to kill Americans, to which Bout allegedly replied, “we have the same enemy.”

Bout’s release comes two months after Biden similarly agreed to free Efraín Antonio Campo Flores and Francisco Flores de Freitas, nephews of Venezuelan socialist dictator Nicolás Maduro arrested trying to traffic 800 kilograms of cocaine into New York. The cocaine reportedly belonged to the FARC.

Notably absent from the prisoner swap was Paul Whelan, a former Marine wrongfully imprisoned in Russia on unsubstantiated spying charges.

Sen. Cotton lamented that no reports indicated at press time that Whelan had been part of the prisoner swap deal, questioning why his release, given his totally unjustified imprisonment, was not a priority.

Elsewhere in the interview, Sen. Cotton condemned Biden for his “incredible appeasement of Vladimir Putin.”

“Viktor Bout has the blood of hundreds, if not thousands, of innocents around the world on his hands,” Sen. Cotton noted. “Don’t get me wrong, Brittney Griner was wrongly detained and used as a negotiating chip with the Biden administration and we should have been engaged in efforts to try to secure her release.”

“But to exchange her, who – to be fair – did violate the laws of a foreign country to which she was traveling, in return for one of the world’s most notorious arms dealers is folly to the greatest degree,” Sen. Cotton lamented.

“What does Joe Biden think is going to happen now?” he continued. “Every time someone wants to get their arms traffickers or their drug dealers out of American prison, all they have to do is arrest an American on some trivial charge and sentence them to nine years and Joe Biden is going to come running with the keys to the prison to release people who are justifiably in prison.”

JCPA COSPONSOR Greg Steube: ‘I’m Certainly Not Married to the Language in This Bill’

Rep. Greg Steube (R-FL) appeared on SiriusXM’s Breitbart News Daily with host and editor-in-chief Alex Marlow today. The controversial Journalism Competition and Preservation Act (JCPA), which Rep. Steube co-sponsored in the House, was one of the topics raised on the show.

While Rep. Steube defended the general principle of the bill and backed up lead Republican co-sponsor Rep. Ken Buck (R-CO), he agreed with some of the criticisms of the bill and said he is not “married” to its language or provisions.

In particular, Rep. Steube said he “doesn’t disagree” with a criticism of one of the core elements of the bill, financial handouts from Big Tech to the media industry, because it would create a disincentive for media companies receiving the handouts to investigate Big Tech.

“One thing that I think holds Big Tech accountable is that there is at least some level of journalism that’s done that targets Big Tech, and when Big Tech is literally cutting checks to media outlets, and they are negotiating how big those checks are going to be every so often as a big collective, that just seems like a formula for no more journalism to be done on big tech,” said Marlow. “Why would I investigate people who are creating a huge slush fund? I’m probably not going to investigate them quite as hard as the people who are giving me a bunch of money.”

“Yeah, I don’t disagree with that, and there’s things that Breitbart sees that can we change, or a bill idea that you guys have, I’m happy to look at that,” said Rep. Steube. “I’m certainly not married to the language in this bill, I’m just a co-sponsor, and I think Buck would probably be better able to articulate why he thinks this is important over things like what I want to do like doing away with the Section 230 liability protection.”

On the show, Marlow also outlined concerns that the media cartel(s) created by the JCPA will have the power to exclude independent outlets like Breitbart News.

“What gives you the confidence that when these media companies form a cartel, that Breitbart is going to be included?” asked Marlow. “I’ll tell you, working with other conservative outlets on certain things, we don’t all line up on stuff, and we’re certainly not going to get welcomed into any cartel that includes the New York Times or the Washington Post, and to be honest even the News Corp publications which do a lot of terrific work but they’re highly competitive people. I don’t think Rupert Murdoch is going to be negotiating on behalf of Breitbart with Big Tech, that just sounds entirely unrealistic.”

“I’m not married to one position or another,” responded Rep. Steube. “I’m certainly open to hearing both sides on this.”

The JCPA is an unusual bill in that cosponsors, who rarely back out or waver on bills they support, have done so on this one. Rep. Matt Gaetz (R-FL) said he was “reconsidering” his support for the bill following a hearing with journalist Glenn Greenwald last year. And in September this year, Sen. Rand Paul (R-KY) withdrew his cosponsorship of the bill in the Senate.

Policy Expert Josh Withrow: Media Cartel Bill a Boon for Media Conglomerates Like News Corp.

R Street Institute fellow Josh Withrow said on Breitbart News Saturday that, contrary to the bill’s portrayal from defenders, the Journalism Competition and Preservation Act (JCPA) would only benefit media conglomerates instead of being a boon to local, independent news outlets.

Withrow spoke to Breitbart News Saturday host Matthew Boyle as establishment media conglomerates and their allies in Congress have moved to pass the JCPA, which has been referred to as a media cartel bill by conservatives and other detractors.

The JCPA would create an antitrust exemption for the news media and broadcast industries, allowing them to form a media cartel to negotiate with big tech for online advertising revenue. Withrow and many others have said it would only empower establishment media conglomerates instead of benefiting local outlets.

Withrow explained, “The way that this bill is being sold, the reason it’s appealing to so many politicians is because everyone loves their local paper and no one wants to be against their local TV network especially if they’re a politician, right? But, this is being sold as going to solve the local journalism industry, which is in fact not doing so hot right now. But the way the bill is structured, people at the bargaining table are going to be the huge conglomerate companies gobbling up news outlets over the last several decades.

“In particular, the new version of the bill in the Senate right explicitly allows news broadcasters and doesn’t create a size limit and those broadcasters that could be allowed. So, News Corp. and big companies like that will be at the table that gets driven to these sites are already largely driven by the bigger companies in the first place and that’s where the revenue is going to go,” he explained.

“This is not going to benefit independent journalists, this is not going to benefit local news outlets nearly as much as it’s going to add to the revenue of these struggling big corporations,” Withrow added.

The president of the Media Guild of the West, a union representing journalists and media workers in Arizona, southern California, and Texas, said the bill would amount to a handout to Alden Capital, a hedge fund that is the second-largest owner of news companies in the country.

Charlie Hurt: Establishment Republicans Are Wrong to Blame Donald Trump for Midterm Losses

The Republican establishment is wrong to blame former President Donald Trump for losses in Tuesday’s midterm elections, Washington Times Opinion Editor Charlie Hurt said on Wednesday’s edition of SiriusXM’s Breitbart News Daily with host Alex Marlow.

In a wide-ranging interview, much of discussion centered on former President Trump and his role in the midterms. Hurt said that Trump-backed candidates like Ohio’s new Senator-elect J.D. Vance and Florida’s Gov. Ron DeSantis were victorious because they ran strong campaigns on MAGA issues.

Hurt rejected the idea that establishment Republicans have a case for blaming Trump for midterm losses. He noted that the Republican establishment does not have a great track record with picking winners. For example, former Sens. Martha McSally of Arizona and Kelly Loeffler of Georgia had been handpicked by the Republican establishment to fill vacant Senate seats in red states, but both of them lost their re-election bids in 2020 to Democrats.

“These are two candidates who didn’t even have to face voters,” Hurt said. “It gives them the greatest advantage that any senator has in a Senate race, which is incumbency. And both of those women, who were handpicked by establishment Republicans and dropped in the Senate seats, couldn’t hold on to their seats.”

He continued, “So yes, you can blame Donald Trump if you want to, for one lost seat in Georgia, [but] we would not have [Georgia’s Democrat Sen.] Raphael Warnock if not for establishment Republicans dropping a terrible candidate in Kelly Loeffler into that seat.”

Hurt said if the establishment is so good at picking candidates, “then explain why [Colorado’s Republican senatorial candidate Joe] O’Dea lost by 12 points.”

He added, “If you’re the establishment Republican Party, and you’re so effing good at all this stuff, then why [do] you pick candidates that even your own voters don’t support?”

Hurt also questioned why key pre-election polling was incorrect.

“They had Patty Murray up by three points. She won like she did last time, by upper double digits,” he said. “The question I have is–and this is what’s kind of worrisome to me because the party’s got to figure this out–is it those Trump voters that Trafalgar is so good at finding and registering? Did they not show up because they weren’t energized? They showed up in Florida. They showed up huge in Florida. They showed up in Ohio. They showed up in North Carolina. They clearly appear to have not shown up in other places.”
