Prior to 1959 the Commonwealth issued and printed its own money and had control of the printing of money. However after the 1959 Reserve Bank Act, the Reserve Bank was established as a stand alone independent foreign ADI, which took over the printing of money and lent the money it printed to the Commonwealth at interest. So instead of the Commonwealth printing its own money, we have a foreign body corporate printing our money and lending it to the Commonwealth which the Commonwealth needs to pay back!

Under the Banking Act 1959, foreign banks are required to be licensed by APRA as authorised deposit-taking institutions (ADIs) in order to conduct banking business in Australia. APRA also authorises representative offices for foreign banks that otherwise wish to maintain a permanent establishment in Australia. Representative offices are generally granted an exemption under Section 66 of the Banking Act in order to use the restricted term ‘bank’ in connection with their activity in Australia. However, they must limit their activities to those prescribed by APRA for representative offices.1

Over time, reflecting the global nature of banking business and the centralisation of many functions, foreign banks operating in Australia as branches have conducted some aspects of their local operations from offshore or outside the branch. In general, APRA does not have a fundamental concern with these types of operational structures but notes that they have the potential to lessen APRA’s ability to provide effective prudential supervision of the local operations.

Recently, APRA has received a number of proposals from foreign banks wishing to conduct activities with Australian customers from their offshore offices. As a result, APRA is issuing this letter to clarify its policy expectations with respect to business conducted in Australia, or with Australian customers, by foreign banks.

Consistent with the Basel Committee on Banking Supervision’s principles on home-host country supervision, APRA has generally taken the position that foreign banks soliciting and operating an active business in Australia should be subject to Australian prudential regulation and supervision, regardless of where the business is booked. However, APRA would not object to a foreign bank conducting business with Australian counterparties from its offshore offices provided:

•the foreign bank does not maintain an office or permanent staff in Australia, including staff employed by another entity within the banking group that conducts business on its behalf;

•the foreign bank is not soliciting business from retail customers in Australia;

•all business contracts and arrangements are clearly transacted and booked offshore, and are subject to an offshore legal and regulatory jurisdiction; and

•the foreign bank does not breach Section 66 of the Banking Act. APRA will not provide exemptions from Section 66 for foreign banks operating in Australia other than in conjunction with the limited activities of a representative office.

For those that are unaware there are two Nord stream pipelines (one and two) entering the EU from Russia. Until recently Nord Stream 1 was shut down for maintenance, this pipeline involved the turbine which was held hostage by Schwab’s puppet Trudeau. The other Nord Stream 2 pipeline runs thru the Baltic Sea. It has the capacity to transport 55 billion m3 of gas annually, its construction was completed September 2021, Gazprom has indicated the pipeline is ready for use. Germany’s masters have not allowed Germany to accept the completions certification, as a result the project was halted indefinitely. I believe the German’s are considering repurposing parts of the pipeline for an LNG terminal. Most probably they are acting under instruction and the best interests of the US in detriment to their own people’s needs and those of Europe.

Canada might supply the EU with gas as Russian supplies are cut off

Putin believes that Canada stalled the return of the turbine to Russia, because of its self-interest. Canada is the world 4th largest producer of natural gas, selling its surplus to the US in March, indicating it had the capacity to increase its hydrocarbons exports. The RF believes Canada is eyeing the EU market.

Gazprom resumed the delivery of gas from Russia to Germany through the Nord Stream 1 Baltic Sea pipeline on Thursday at 40% capacity as per the existing agreement. The pipeline is not fully charged because the turbine has not been returned, presumably it’s in transit. The quality of the repairs to the turbine may be called into question following inspection and installation as such there could be an unexpected impact on gas flow.

The German regulator expects that in 2023 the cost of gas for Germany is likely to increase threefold. In certain instances, gas prices on the stock exchange are incurring a 7-fold increase for which the everyday Germans will eventually pay for. The daily power consumption bills have doubled and continue to grow in parallel with the delivery of sanctioned packages. With further political impacts on the Nord Stream, Germany may face a shortage of “blue fuel” in autumn and winter.

It is my understanding that the first 2 EU dominos have fallen, among the EU block Lithuania and Estonia have entered into recession. The GDP of these countries will continue to fall in the second half of 2022. According to Eurostat, Estonia’s inflation has reached 22%, this is the highest rate in the EU. Second and third place among the neighbours are Lithuania (20.5%) and Latvia (19.2). The overall inflation in the Eurozone attained a historic high of 8.6% in June. The primary cause is oil and gas prices, having increased to 42% due to sanctions of their own making. Austria, Luxembourg, Belgium and Portugal are facing continued production cuts. The European Commission predicted record inflation and a slowdown in GDP growth for the entire EU and all this self-inflicted. One must wonder whether the EU politicians are complete imbeciles or they are deliberately leading Europe’s people into the dark ages, or both.

The Baltic EU members Latvia, Estonia and Lithuania ceased importing Russian gas in compliance with western sanctions. They have also rejected Russia’s request for natural gas payment in rubles. Despite 90% of the Latvia’s gas being sourced from Russia the country does not intend to resume Russian gas imports. Meanwhile, gas prices in Latvia are soaring. Some households are now paying between 66% and 90% more or gas in July 2022. This week the Estonian cost of electricity exceeded its record high. The average exchange price for Estonian electricity was €300 per megawatt-hour. The price of electricity in Finland, Latvia and Lithuania is in the same price range.

Recently the former Lithuanian Foreign Minister acknowledged the EU measures against Russia are counter-productive. The EU exchanged significantly more money with Russia when buying hydrocarbons and coal than it sent aid to Ukraine. As a result, the price of hydrocarbons continues to grow while the ruble strengthens. I wonder if they realise that they are inadvertently helping Russia.

Russia’s Trade Ministry, will focus on economic policy prioritizing domestic needs and our technological sovereignty by re-establishing the Russian military-industrial complex. Russia will increase its export potential with countries like the Middle East, SE Asia, Africa and S. America. Technological sovereignty will be ensured thru sustainable independence in all consumer sectors. Additional funding will accelerate the production of Russian analogues hence replacing imported components while implementing alternative logistical pathways to new markets for Russian products. Russia shall enhance national security and defence thru the prioritisation of Russian-made high-tech weaponry; self-reliance in the manufacture of equipment for the Russian energy sector, shipbuilding, aircraft manufacture and the enhancement of our chemical industries while reviving the electronic engineering sector.

Ukrainian entities continue to resell weaponry supplied by the western alliance. NATO supplied kamikaze drones, UAV Switchblade-300’s which are now available on the dark web, not forgetting the American “Javelins”. I believe at least one PRK has arrived in Turkey. The Pentagon has indicated that it cannot find evidence of this. I wonder what they’ll say when the EU criminal elements start applying this tech on the streets of Europe. A novel concept in democracy, in the Ukrainian-controlled portion of Zaporozhye, motorists are being stopped and issued on the spot military summonses. Apparently, the AFU is conducting mass raids in all districts, rounding up volunteers for the frontline.

In 2014 the US-backed coup overthrew the democratically elected Ukrainian government. It was then that Ukraine, incorporated Nazi militias like the Azov Battalion, into its National Guard. Western media outlets have amplified Azov propaganda. fakebook Facebook control of free speech side stepped allowing its users to praise Neo-Nazis. News outlets like “Newsweek” and the “Associated Press” inflate Zelensky to “hero” status. But they choose to ignore Zelensky’s version of democracy, which incorporates the arrest of the main opposition party’s leader, shutting down all other opposition parties while banning critical TV and online media outlets. He has gone so far as to take full control of all the major media outlets in the Ukraine. Perhaps it’s a case of finding democracy on the other side of Zelensky’s war.

In 2018 Reuters acknowledged that numerous Ukrainian militias use Nazi symbolism and continue to actively recruit the NAZI acolyte. In 2019 roughly 40 US senators signed a document demanding many of these militias, primarily Ukraine’s Azov Battalion, be designated as terrorist organizations. Again, I would say that we continue to crush the Azov NAZI’s, their tattoos simplify their identification and they are looking like becoming an endangered species at least in the new-Ukraine. It won’t be long before many will flee into the EU, good luck to the EU.

Biden’s recent visit to Riyadh was met with impotent success. The Saudis agreed to increase oil production by roughly 15 % an achievement to be met by 2027, too little too late. In March of 2022, Boris Johnson failed to convince Riyadh to jack up production, Biden in lockstep with Johnson, failed in the same manner. It may be an opportune time to mention that Saudi Arabia sells 20% of all exported oil to China and is negotiating to switch to payments in yuan.

Russia and Iran have agreed to advance mutual trade in national currencies. The Tehran Currency Exchange has launched trading in Russian rubles. They will be traded in pairs with the Iranian rial. Moscow and Tehran have signed agreements on the development of interbank and currency cooperation, another step closer to de-dollarisation. Following the weaponization of the SWIFT System all currency settlements between Kyrgyzstan and Russia are now transacted in rubles. Kyrgyzstan has switched to payment in rubles for fuel supplies from Russia. Syria is severing diplomatic relations with Ukraine. Earlier, the Syrian Foreign Ministry announced the recognition of the independence of the DPR and LPR. The Supreme leader of Iran Khamenei stated NATO would have started a war with Russia under the pretext of Crimea if the alliance had not acted to defend its sovereignty, NATO knows no boundaries.

Iran intends to transfer drones to Russia; in response the US intends to sanction Iran further. Iran is currently fully sanctioned by the US and their cohorts; I didn’t think there was anything else left to sanction. According to the Iranian Army Commander Heydari, Tehran is ready to export military equipment and weapons to the RF.

The Shanghai Cooperation Organisation (SCO) is a Eurasian economic and security alliance and the world’s largest regional organisation covering 60% of Eurasia, 40% of the world’s population and greater than 30% of the worlds GDP. The organization currently includes India, Kazakhstan, China, Kyrgyzstan, Russia, Tajikistan, Pakistan and Uzbekistan. The SCO confirmed Belarus has officially applied to join and that Iran has indicated its intention to do likewise.

It was announced that the “House of Military Officers” in Vinnitsa was destroyed following a sea-launched Kalibr cruise missile strike. The strike was timed to occur when senior Ukrainian military were holding secret talks with foreign arms suppliers. They were discussing the transfer of warplanes, weapons systems and repair of the air force fleet. All participants were liquidated.

America’s House of Representatives has authorized a defence expenditure (tax payers money) of $840 billion for 2023, exceeding Biden’s proposed record military budget by $37 billion. The annual National Defence Authorization Act (which sets military expenditure), was passed on Thursday by a vote of 329-101. I wonder if they know something that we don’t. Until recently, America was secretly using private companies to buy essential goods such as fertilizers, food, seed, medicines and medical equipment from Russia.

Zelensky would like the world to believe that all of Ukraine is against Russia, but in reality, the RF receive constant and accurate intel from the general population of Ukraine. The intel provided often defines the positions of the Ukrainian forces. They are helping the RF liberate their cities from Ukrofascists occupation. This is typical of Nikolaev, Odessa and many other cities, messages continue to be received regularly from multiple sources.

The Pentagon has weaponised Microsoft Corporation; it has taken control of the entire Ukrainian information network. Zelensky has given them unrestricted access to all communication devices in the country for surveillance, provocations, computer attacks under a false flag, this was indicated by Russia’s Deputy Foreign Minister.#

Ukraine President Volodymyr Zelensky is now rounding up young adults aged 19 to 20 and sending them to the front line to fight in his war. We find this disgusting it sickens us; we try to minimize casualties under these circumstances. In the southern part of Volnavaxa all the Ukrainian fighters 40 years of age and older surrendered.

Kiev has used long range cannons to strike Belgorod on the Russian mainland, using Tochka-U rockets carrying cluster bombs. All 3 of the rockets were taken out in midflight however the body of one of these rockets fell into suburbia killing at least 5 civilians. For us that was a red line, Kiev will find our response uncompromising. Any artillery men captured from this point on will wish they hadn’t been caught. I believe that they have successfully motivated us into chasing the Ukrofascists into the heart of Berlin.

Kiev is being hit every day; they were given a chance to resolve this amicably but turned their backs on negotiation. Poroshenko (former Ukraine president) is walking the streets of London and dining in fine restaurants while everyday Ukrainians are suffering. Military repair factories and vessel repair facilities in Odessa are being bombed to pieces. The RF has put another 4 satellites into low orbit space. Americans spy planes are still feeding intelligence to Ukrainians, its just a matter of time.

The president of Belarus, Lukashenko announced that Belarus will now enter the war officially. My thoughts are that they were encouraging Belarus in this direction and seeing as the west is sanctioning Belarus to the full extent then why not. The RF will naturally assist them in everyway possible.

The city Lisichansk was taken 3.7.22, all of the Ukrofascists have been routed, the residual is now trapped in a double cauldron that is 20klm in diameter. Last night 2 our groups skipped through two towns and hadn’t noticed the Ukrainian forces hiding under a bridge. The battle ranging there is hot, a supply line is being punched through enemy lines to reach our own. There are so many mines placed in the area that that we cannot leave the roads. elarus

Our rough count estimates 2 truck loads of mines per square klm. They must have been hauling them for years, too many civilians have been killed by them. even the Ukrainian’s in their rush to get out are tripping on their own mines, mountains of these mines have been captured. The Ukrofascists saboteur groups are everywhere, in the towns and the forests, we have our work cut out for us. Based on what we are seeing the Ukrofascists and their masters were planning something big.

We caught a Russian speaking, very drunk Major, he has a very strong accent and it appears that he is not quite Russian or Ukrainian for that matter. It was mentioned to me some time ago that the Americans have a base in Texas where they gather Russian speakers whom previously lived in Russia or had an education here. This may be one of them, originally, they were intended for use in subverting the stans but now deployed to the Ukraine. It will be interesting to hear his story. He probably saved the lives of most of his fighters after he told them to run if you want to live.

The Ukrainian forces seem to be depleted of the middle rank commanders, they simply have no one to issue orders. Our recon walks around upright as the Ukrainian’s have abandoned their positions for a 3klm range. They dropped their weapons and fled; these are the actions of the defeated. We believe the instructions are being issued by foreigners hiding behind closed doors, most probably NATO.

Both the Donetsk and the Lugansk republics are fully liberated with the exception of one town Verhenkamensk which will fall in due course. In the Kharkov region in the north of the Ukraine a 3rd cauldron has been created, within it 20,000 Ukrofascists are trapped. The Ukrainians have diverted forces from Nikolaevka to assist them, too late, I think. The Ukrainians are stretched thinly, holes in the front line are appearing.

In the Lisichansk region Zelensky sent 1000 of his elite special forces (combination of Ukrainian and Americans) to counterattack the Chechen/Cossacks forces. This ended badly for Zelensky’s elite forces. In the meantime, Zelensky’s RADA have all exported there families out of the Ukraine. Both US consulates (Kiev, Lvov) in the Ukraine have been hastily evacuated, they took the hint after our missiles delivered our messages.

The American mercenaries are complaining that the Ukrainians did not pay them their money and that they were assigned security guard functions. I would have made them wash the mends jocks as they aren’t much good for anything else.

The Russians abandoned snake island, as a result the Ukrainian’s returned there and established firing positions for there cannons. It wasn’t long before a caliber missile which carries 300kg of nitrates, hit and obliterated the site, including the 3 howitzers placed there. The residual Ukrainian forces have been picking up pieces the last 2 days. We have the precise coordinates and our cannons are now within range of the island. Last night we hit snake island again with a caliber missile from one of our subs, this time the sub was spotted by the US.

We captured an American HIMLAR its now on its way for reverse engineering. Another 4 US howitzers 177 were destroyed, 2 NATO howitzers and a German 160 cannon. Sunday, we captured a German PZH2000 this is considered to be one of the most modern howitzers of its kind. It’s now on its way to be reverse engineered. It was never run in properly by the Ukrainians.

The hydrocarbons project built by Shell on Sakhalin Island at a cost of 26 billion USD, controlled by Gazprom, has been moved into a new corporation to be controlled by a new operator. Two large Japanese corporations were part owners of this projects. Not only will they lose their interest and profits which were substantial, they will also lose their supply of LNG. This was the closest source and cheapest LNG located very close to Japan.

Now they will be forced to source new hydrocarbons at a new price from the international same players as the EU. This will only drive the cost of hydrocarbons higher. The emirates have indicated that it would take at least 6 months for them to build up production before there was any chance of them being able to provide hydrocarbons to Japan. They cannot seem to understand that if you treaty Russia contemptuously then there is a high probability that there will be consequences.

Perhaps Japan should not have frozen Russian assets worth USD 33 Billion, now they will need to wait a very long time before they see any of their investment. I believe Japan should wake up and remove the American shackles along with their military bases located in Japan. 

The Syrians in the meantime have struck an American base on the border of Syria, my understanding is that 250 Americans are dead and that the base was turned to ash. During the Syrian war we managed to train them well. Currently there are 30,000 Syrians ready and willing to assist in our fight with the NATO trained and armed fascists in the Ukraine. #

But as their inflation tops out, Europe’s and America’s have just begun skyrocketing dangerously. The price of bitcoin dropped 5,000 points just overnight. The stock market is becoming extremely erratic and rocky. The Economist reports that Russia is generating a record trade surplus, with a billion dollars a day flowing in from oil and gas. Russia’s US$250 billion trade surplus more than doubled its surplus in the year before the war. Despite sanctions, Russia has forged stronger ties with China, India, South Africa, Iran, Brazil, Saudi Arabia; all of which continue trading at enhanced levels with Russia.”

Other voices are speaking too.

What all of these countries are aiming at, is the wish for common poverty alleviation, real development of their physical economies, national sovereignty, the right to choose their own model of social and economic development, and cooperation in their mutual interests….”

NATO Summit meets in Madrid to present a plan for a Global NATO and a new security doctrine, without a real economic development plan, naturally, which it certainly will not have,
it will fail to address the actual needs of a world faced with famine, pandemic, and economic chaos.”

While the new PM hasn’t had a chance to do much yet, the early signs on foreign policy are alarming. His participation this week in the NATO summit in Spain, the alliance that deliberately caused the current Ukraine conflict, and his rhetoric pledging Australia will work with its NATO “allies and partners, globally and in the Indo-Pacific”, combined with his refusal to repeat the public support he expressed as Opposition Leader for releasing Julian Assange, “demonstrate the strength of our bonds,” he was reported as saying.

Two diversionary teams comprising foreigners including Georgians, Polacks, Americans and Canadians were encircled in Belogorodskaya region, as of today they have been defeated 10 were captured.

They were being watched for a significant period of time. There were 48 individuals, Georgians in the group renowned for their war crimes posting on social media where they were filmed cutting the throats of Russia PoWs. There will be no leniency for them.

Within the Azot industrial complex now under the control of the RF an interesting discovery has been made. We observed 2600 Ukrofascists and their mercenary brethren enter the cauldron. Typically, the group was split into smaller groups and removed with the help of artillery and air power. Upon completing of the operation and the body count we could not account for 450 militants. It would appear that 450 bodies together with their western weapons have been incinerated in underground chambers. These bodies were placed on rows of steel shelving and set alight. Based on the observed remnants these bodies were former mercenaries most likely of American origin. A pile of partially burnt American issued identification documents confirm this. It appears that the Ukro-Nazis were covering their tracks or simply were not in a position to take the wounded with them. Some of the remnant militants have been taken captive in the Baxmyt region, it will be interesting to see what they have to say. As it turns out the Ukrofascists are supporting the RF.

The fighting along the southern front has been reduced allowing a greater focus on the northern line. Numerous cauldrons have developed in the north and we are currently being sedated. Numerous small towns and villages are being taken daily in the Lisichansk region. When the town of Borovoya is taken then the Ukrofascists will be trapped in a double cauldron. The Ukrainian forces are generally withdrawing along the front line. The cities of Kharkov, Odessa and Nikolaevka are taking a steady barrage of intense shelling.

When asked about G7’s proposed cap on the oil price, when someone’s hungry and the price of bread goes up 20% they’ll still buy it as they simply don’t have an alternative. The French have stepped away from the G7 stance that Russia be designated a terrorist organization. I’ve observed that anyone whom doesn’t bend the knee to NATO and friends they tend to be labelled terrorists. The Bulgarians and the Hungarians are also opposed to these sanctions as they are heavily dependent on Russian resources.

The Polish people are starting to panic, they are requesting the Polish government provide information about their missing relatives. There are at least 450 Pollacks that are unaccounted for and essentially missing in action. I believe that many of them may have been wounded and could not be moved with the retreating forces, hence they were silenced by the Ukrofascists.

When asked about NATOs proposed 300,000 plus military buildup on the eastern front, he said let them come, “we’ll chew through them.”

Putin’s phone is ringing hot, NATO keeps calling but the Russian Federation has had enough of their empty words, the interest has waned. As far as Moscow is concerned NATO and their friends have crossed the red line, now the cannons can do the talking. The west was warned in 1997 and subsequently thereafter.

All hydrocarbons transit to the pre-Baltic states has been ceased and rail road access closed. Previously a large percentage of hydrocarbon deliveries to the EU was by rail road thru these countries. That is no longer an option and as such the productivity of their ports has been heavily impacted. The hydrocarbon supplies to Poland have also been completely cut. Previously they were still burning Russian gas that was supplied thru one of the other EU countries thru reverse flow. The Russian government has cut the supply of both the Nord stream pipelines (North and South). The west has reached out to the Azerbaijanis for hydrocarbons, but at best they can only meet the needs of two EU countries. But to do this they need to tap into the Turkish pipeline as they do not have their own. Russian has indicated that anything over 20% would not be tolerated. The Azeris are aligned with the Turks as they have the same ancestral origins, currently they maintain neutrality. All parties are focused on the development in the Ukrainian conflict, their future actions will be based on this outcome.

I recently heard that an American hydrocarbons tanker has caught fire in the Atlantic Sea (UK side). Seeing as the majority of oil tankers (~80%) are either of Russian or Chinese ownership and to lesser extent south Korea. The west really does have a serious logistical problem to solve, perhaps they are planning to deliver hydrocarbons via planes, just a thought he says.

This week there have been 12 attempts to retake snake island, each time the Ukrofascists have been repelled.  As a thought Poland / Romania and others have surrendered a large portion of their sovereignty to NATO. These slave states can no longer act independently and in fact every arms delivery, military flight etc. must be authorized by NATO. These countries are effectively extensions of NATO doing their bidding. 

The Bulgarian pro-NATO government has lost the no-confidence vote, early elections are looming. Historically Bulgaria have always been with Russia. Ninety percent of Bulgaria uses Russian resources to manufacture goods for Russia. This has always been Bulgaria’s best customer. Bulgaria made efforts to develop the markets for the with the EU but the terms were so appalling, the margins so low that it made no commercial sense. They tried the same with the US and received the same result.

The Russian federation is now in the process of resurrecting the military industrial complex. This will ensure unlimited military supplies. It’s interesting how the Ukrainians have voiced 3 times via the media that the Russians have run out of ammunition. I think the dead Ukrofascists would argue differently. I cannot say how many personnel are in the Russian armed forces. But I do know that we do not have any shortage of military personnel. We do not need to conscript people as we have sufficient volunteers. Many are under contract and we take only experienced fighters, we have returned to the old ways, if a fighter does not have children to carry on his line then he will not be accepted into the RF. 

I watch various media outlets Russian, American and Ukrainian. The American media is generally aligned with that of the Russians (one needs to be selective here); however, the Ukrainian information is almost entirely falsified. Western supplied medical aid is being stolen and resold within the Ukraine as stated by the Telegraph

The Russian electronic warfare systems either listen or jam all Ukraine radio signals. As such the Ukrofascists are using foot soldiers to deliver messages between the fighting forces and often unable to call in support.  The Russian РАССУХА system kills all NATO signals, taking out radio communications, guided rockets, planes, in some cases the circuitry of the enemy’s equipment fails irreparably.

It is interesting to note that both Iran and Argentina have applied to join the BRICS group (Brazil, Russia, India, China, S. Africa). Combined BRICS accounts for 3.21 billion people, this is larger than the combined G7. This group is expected to counterbalance the G7.
